The rules to travel with your animal by car are different from country to country.
For example, in Italy it is forbidden the transport of more than one domestic animal free, if he disturbs the driver. You can transport animals in your car but they have to stay in their carrier or in the back of the car. (Article 169 of the Italian Rules of the Road)
